§ 2:77. First class area defined; minimum standard prescribed; financial assistance.(Parish)

  • (a)

    The "first class area" of the parish is defined as follows:

    (1)

    All areas which have been provided with the use of complete sanitary sewerage facilities;

    (2)

    All areas which are adjacent to existing sanitary sewer districts and which have been provided with the use of sanitary sewerage disposal facilities under contract with any of these sewer districts;

    (3)

    All areas which have approved collection lines that are installed as part of the development. In such cases, the area would be considered as a "first class" area for the purposes of street or road construction. Such sewer lines must be installed in accordance with a master plan for sewer collection and disposal even though no disposal facilities are available at the time of development.

    (b)

    The minimum standard street or road for the entire first class area of the parish shall be twenty-seven (27) feet from face to face of curb and shall be composed of first grade, six (6) inch concrete, or second grade, six (6) inch soil cement base or its equivalent with one and one-half (1½) inch asphaltic concrete wearing surface and complete curbing, guttering, and storm drainage. It is the stated objective of this government that all streets in the first class area of the parish should be paved and that the government should encourage this development by providing a method of long-time financing, and parish financial assistance in the equalization of inequities.
