§ 1:707. Direct purchases by user agencies.

(a)

User agencies are authorized to make direct purchases of materials and supplies costing five thousand dollars ($5,000.00) and less in accordance with current finance and purchasing regulations governing direct purchases without the necessity of purchasing division approval, subject to the restrictions shown in this section.

(1)

Purchases five thousand dollars ($5,000.00) and less may be made without competitive quotations being received.

(2)

The purchasing division will assist user agencies in these small purchases upon request, utilizing procedures outlined in subsection (1) above.

(b)

No direct purchases involving labor or operating services exceeding five thousand dollars ($5,000.00) annually are to be made without prior approval of the purchasing division.

(c)

The purchasing agent, subject to the approval of the appropriate chief administrative officer, shall have the authority to reduce direct purchase authority limits for any user agency below the maximum of five thousand dollars ($5,000.00) for repeated abuse of the system.
