§ 1:708. Purchase of automobiles.

  • (a)

    All automobiles for city-parish agencies shall be purchased by the purchasing division in accordance with the provisions of this part.

    (1)

    Except in highly unusual circumstances, which require specific approval of the metropolitan council, all automobiles shall be purchased under annual contracts competitively procured.

    (b)

    The normal criteria for replacement of automobiles shall be sixty (60) months or seventy-five thousand (75,000) miles, whichever occurs first. However, this provision shall not apply to public safety vehicles and wrecked vehicles where it is more economical to replace rather than repair.

    (c)

    User agencies shall be required to indicate in their budgets whether a budgeted automobile is a replacement or an additional vehicle.

    (d)

    If the automobile is a replacement vehicle, the user agency must declare an automobile as surplus, to be sold at auction by the purchasing division. Such vehicles may be utilized as replacements by other city-parish agencies upon approval by the purchasing agent, provided that another vehicle is declared surplus.

    (e)

    Automobiles purchased for full-time police or investigative work for the police department, coroner's office, district attorney's office, city constable's office, the metropolitan airport and the parish attorney's office may be equipped with power plants and options that are deemed necessary for effective law enforcement work. Police undercover vehicles may be purchased with additional options not allowed on standard vehicles if requested by the chief of police.

    (f)

    Unless otherwise provided by law, all automobiles for city-parish agencies shall conspicuously display the city-parish decal and public plates in accordance with R.S. 49:121.

    (g)

    All automobiles purchased shall be standard (not deluxe) models, and equipped with factory standard equipment for the model purchased. Otherwise, a justification for adding non-standard options must be submitted in writing by the department head, to be approved by the purchasing agent.

    (h)

    The purchasing agent shall have the authority to modify specifications as appropriate due to industry changes in vehicle configurations, size, power plants, etc.
