§ 1:500. Claims.

The treasurer is instructed and authorized to withhold payment on any bond, warrant or other obligation of the city-parish from any person against whom the city-parish has claims for taxes, licenses, etc., or who may be otherwise indebted to the city-parish until such claims are liquidated.
