Every holder of a city-parish franchise shall maintain accurate records of receipts
from operations, operating and other expenses, capital expenditures, and such other
operating information as may be required by the city-parish treasurer, and every such
holder shall maintain the records containing such data at a place readily accessible
for examination by the treasurer, and such records may be audited whenever required
or necessary in the discretion of the council.
