Following receipt of all required documentation, information, forms and other submissions,
the committee shall schedule a public hearing on the applicant's franchise application
and shall so notify the applicant. The chairman of the committee shall publish a notice
of the public hearing once in a daily newspaper of general circulation in Baton Rouge.
The notice shall be published at least five (5) days in advance of the scheduled hearing,
and shall set forth the time, date, place, and general nature of the hearing, provide
that members of the public shall be afforded the opportunity to address the application,
and advise the public that copies of the application may be obtained at the council
administrator-treasurer's office. The hearing shall be conducted in a manner consistent
with affording due process to the applicant and the public, and with the policy of
receiving concerns and recommendations from the general public and other interested
parties. The hearing may be recorded and transcribed if requested by the franchise
applicant, who shall pay the cost of transcription and copying.
The committee shall recommend to the full council as to whether the applicant's request
shall be granted or denied based upon its evaluation of the applicant pursuant to
the requirements listed below.
