Any person not the owner of the business who seeks a permit as a second-hand dealer
shall execute a sworn application with the chief of police on a form to be designated
by the chief of police. The application shall include the name of the second-hand
dealer, date of birth, social security account number, driver's license number, height,
weight, address, and telephone number together with the name of the business, the
name of the owner or owners, or, if owned by a corporation, the name of the director
or directors, the name of the manager and the address of the business. Every applicant
for a permit shall provide such other information as the chief of police may require
in the application.
The application shall be accompanied by a nonrefundable fee in the amount of twenty
dollars ($20.00), which shall be inclusive of the costs of photographing the applicant.
