The business of constructing and/or installing fencing (both commercial and residential),
inclusive of chain link, wood, and steel or wrought-iron fences, and/or repairing
fences is a matter affecting the public interest, and any person desiring to engage
in such business shall be required not only to establish his competency, but also
to establish his mechanical and technical qualifications therein by becoming licensed
to so operate such a business.
