The business of constructing and/or installing swimming pools (both commercial and
residential), inclusive of whirlpools, spas, hot tubs, aboveground pools, and/or repairing
swimming pools is a matter affecting the public interest; and any person desiring
to engage in such business shall be required to not only establish his competency,
but also to establish his mechanical and technical qualifications therein by becoming
licensed to so operate such a business.
