The provisions of any other ordinance or regulation of the city-parish to the contrary
notwithstanding, upon being granted a license from the division, it shall be lawful
for any bona fide nonprofit veterans', charitable, educational or religious organization
to hold and operate the specific kind of game or games of chance commonly known as
raffles, "casino night" or "Las Vegas night," and the game of chance commonly known
as bingo, when the entire net proceeds of such games are to be devoted entirely to
educational, charitable or religious uses within the state.
