§ 8:304. License fees.
(a)
Every person licensed hereunder shall pay an annual license fee, the initial fee to be one hundred fifty dollars ($150.00), and the annual renewal fee thereafter to be one hundred dollars ($100.00).
(b)
Licenses granted under this chapter shall be for the fiscal year ending December 31, and shall not be transferable and the full license fee shall be charged for any year or fraction thereof, except that any person commencing business any time after July 1 of any year shall pay a fee of one hundred dollars ($100.00) for the half year or portion thereof. Establishments or building which permanently employ a man of such mechanical and electrical knowledge and experience to do maintenance and construction within facilities of which they are employed may have such employee take the master electricians examination herein provided for. If the applicant shall demonstrate his ability to properly install such work, he shall be licensed to do so, upon a payment of a fee of one hundred dollars ($100.00) per annum by his employer. (Maintenance) establishments or building which permanently employ a man of such mechanical and electrical knowledge and experience to do maintenance within facilities of which they are employed may have such employee take the maintenance examination administered by the chief electrical inspector. If the applicant demonstrates his ability to properly install such work. He shall be licensed to repair or replace the existing electrical system only (no construction) upon a payment of one hundred dollars ($100.00) by his employer.
(c)
Neither the above provisions of this section nor any other section herein shall prevent an individual from doing electrical work within his own home, provided that prior to engaging in such work he present to the chief electrical inspector a plan or sketch of the work to be undertaken, provided such plan or sketch demonstrates his ability to put in the job in accordance with the provisions of this chapter shall issue a permit for same. Such work on its completion shall be subject to inspection by the chief electrical inspector, and shall not be tied into any source of electrical current, except for reasonable test purposes, until a certificate of approval has been issued. Failure to comply with this or any other applicable provisions of this chapter, shall subject such individual to the same penalties as provided herein for persons duly licensed.
(d)
The board may issue a temporary master electrician's certificate, for a specific installation, provided the applicant is a licensed, established electrical contractor in another locality, possesses a valid and current license in such locality, and furnishes satisfactory evidence that he has completed work of a comparable size installation. Prior to the issuance of any such temporary certificate the applicant must submit evidence that all city, parish and state occupational licenses have been paid. The fee for a temporary certificate shall be seventy-five dollars ($75.00), and such certificate shall terminate immediately upon the final utility cut-in authorized under the permit issued for the work. Persons performing work under any such temporary certificate shall be subject to all provisions of this chapter and to the penalties prescribed for violation hereof.
(e)
Licenses issued during any calendar year shall expire, unless sooner revoked, on December thirty-first of that year. Any licensee, who at the end of any calendar year holds a license in good standing, may, upon payment of the required license fee, obtain a new license for the year following.
The application and fee for renewal for the succeeding year shall be submitted to the electrical section by December 31 of the prior year. Should the licensee fail to renew his license by December 31, a penalty of ten dollars ($10.00) per month or part thereof until March 1 shall be added to the renewal fee for that year.
Should any licensee fail to renew his or her license before March 1 of the year following expiration of the license, a new license shall not be issued except upon application and reexamination in the same manner as a new applicant.
However, for a payment of twenty-five dollars ($25.00) per year, a license may be maintained in an inactive state for up to five (5) years. No insurance or bond requirements need be met during the inactive period, and no permits shall be issued pursuant to such inactive license. An applicant with a license being held in an inactive state may apply for a renewal license and have such license issued upon payment of the required license fees and meeting the insurance and bond requirements set forth in this chapter.
