§ 6:611. Itinerant eating and drinking establishments.
In addition to the other provisions of this chapter and the requirements of Chapter VII of the state sanitary code pertaining to itinerant shows, the following regulations shall apply to itinerant eating and drinking establishments:
(1)
Itinerant shows, as well as itinerant eating and drinking establishments, shall secure permits to operate from the director. Itinerant shows shall secure permits before locating in any place; however, permits to itinerant eating and drinking establishments may be issued only after an inspection of the establishment has been made and shall not exceed fifteen (15) days continuous operation, provided that such permits may be extended for an additional fifteen (15) days, if, after a complete sanitary inspection, conditions are found to warrant such an extension. Itinerant eating and drinking establishments of a permanent nature, but being operated only during special events, such as athletic events, etc., may have permits issued for one-year period with option of renewal.

All stands selling or offering for sale, food or drink, shall protect food or drink from contamination. All food preparation areas shall be enclosed on the top as well as three (3) sides and then open only on the side away from the public. Floors, walls and ceiling shall be finished in a sanitary manner and be kept clean. The use of an earthen or "sawdust" floor is prohibited.

Only single-service eating and drinking utensils shall be used. Straws, spoons, etc., shall be individually wrapped or served from a sanitary dispenser. Multiple-use eating and drinking utensils may be permitted only where kitchens or stands are fully equipped with a three (3) compartment sink and hand lavatory. Liquid waste shall be disposed of in a sanitary manner and not allowed to run onto the ground surface.
(4)
Handwashing facilities with soap and individual towels shall be available in all stands. All food handlers shall keep clean hands and clean clothing.
(5)
All food or drink vended in stands at sporting events, shows, etc., shall be completely and effectively wrapped or enclosed so as to be protected from dust, sneezing, coughing or other droplet contamination.
(6)
The general premises of all shows and refreshment stands shall be thoroughly cleaned after each day's operation, of all paper, garbage or other debris.
