No person shall establish, maintain or operate any bakery without first having obtained
a permit to do so, from the health unit and the council. No permit shall be require
for the purpose of conducting a private bakery in the kitchen of a dwelling where
the baking is done in an ordinary kitchen range or stove, for the use of the inmates
of the dwelling. Every person establishing, maintaining or operating any such bakery
shall annually make application for permit for each bakery so maintained or operated,
which permit shall be issued for one (1) year. A permit may be issued for an unexpired
part of a calendar year upon compliance with all requirements hereinafter mentioned,
provided, that no charge shall be made for such permit after June first of such year.
