Should the council, at any time, declare it wise and prudent to proclaim and enforce
quarantine regulations or restrictions against any disease or against any section
or locality reported to be infected with any contagious or infectious disease, it
shall be the duty of the chief of police, sheriff and the health officer through their
respective departments to maintain and enforce the prescribed rules and regulations,
provided in part I of this chapter, and such other rules as may be promulgated.
