§ 5:904. Powers and duties of the board.

  • (a)

    Except as to those powers specifically reserved by the metropolitan council herein or otherwise provided by law, the metropolitan council, the board shall have, in accordance with R.S. 40:1499, such powers and shall perform such duties as are customary for governing bodies of taxing districts and political subdivisions. The board shall have the right to levy taxes and to operate and control property acquired by the district.

    (b)

    Prior to the submission to the voters of the district of any question of taxes, services charges, parcel or other charges that may be levied or bonds that may be issued, the metropolitan council shall have the right to approve the amount of such tax, charge, or bond proposed by the board. The metropolitan council further reserves the authority to approve and coordinate the calling of any and all elections for the approval by the electors of the district of any property tax, service charge, parcel or other charge or tax or bond issuance proposed by the board. The district shall pay its pro rata share of the cost of holding any such election.

    (c)

    The board shall adopt rules and procedures and shall fix the time and place of its regular meetings. These rules and procedures shall be published by the board, and a copy shall be provided to the metropolitan council to be kept on file at the council administrator's office.
