§ 5:1104. Creation, general powers, and duties of advisory board.

The Metropolitan Council hereby creates a five-member advisory board to assist with the operation and management of the Chaneyville Fire Protection District No. 7. Subject to the general authority of the Metropolitan Council, the advisory board shall have the following powers and duties:

(1)

It shall hire a fire chief who shall be responsible for the daily operations of the fire district.

(2)

It shall serve as the appointing authority of the fire district in the event that civil service laws apply to the fire district and its employees.

(3)

It shall timely prepare a budget for annual consideration by the Metropolitan Council.

(4)

It shall have the authority to spend funds duly appropriated by the Metropolitan Council, including the authority to purchase materials and supplies and enter into service and public works contracts in accordance with law.

(5)

It may delegate some or all of the powers listed above to a chief executive officer such as a fire chief. Such delegation shall, however, in no way relieve the advisory board of the ultimate responsibility for its duties.
