The vending, sale, or otherwise disposing of goods, merchandise, or any article of
tangible personal property on or within the confines of any property owned and/or
operated by the recreation and park commission, under the jurisdiction of the commission,
by any person not having been expressly authorized to so do by the recreation and
park commission or not being a lessee, agent, or employee of the recreation and park
commission is hereby prohibited.
