The recreation and park commission, its lessees, agents and employees shall have the
exclusive right to vend, sell or otherwise dispose of goods, merchandise, or any article
of tangible personal property on and within the bounds of any property owned and/or
operated by the recreation and park commission or under the jurisdiction of the commission.
