The director shall have the authority through the issuance of an administrative order
to any point source or non-point source discharger, to place any stormwater discharger
on a compliance schedule and require the installation of treatment technology as necessary
to achieve any applicable stormwater standard on or before any deadline specified
in the order. The director is hereby empowered, authorized and directed to prepare
and promulgate regulations necessary to administer and enforce the stormwater program,
to establish administrative rules and guidelines for enforcement of the standards,
criteria and limits established by this chapter, and to issue orders as necessary
to enforce the provisions of this chapter. Regulations promulgated here under shall
provide for the right of administrative appeal of any fees, penalties or fines paid
under protest with respect to any provision, application or effect of this chapter
and said regulations.
