Whenever the council shall deem it necessary for the public health, that owners of
one or more premises connect their premises with the sanitary sewerage system, the
owner shall be so notified by registered mail, directed to their last known address.
If the work of making the connection is not begun at the end of ten (10) days from
the day the registered notice is deposited in the post office, the director of public
works is hereby authorized to prepare plans and specifications for making connection.
When such plans and specifications have been prepared, the council shall adopt an
ordinance ordering the sewerage connection and authorizing the purchasing agent to
advertise for bids for the purpose of having the connection installed.
