  • (a)

    The parish may permit the construction of "temporary streets or roads" in the first class area of the parish under the following conditions:

    (1)

    In areas where the character of the community is already clearly defined and at least seventy-five (75) percent of the lineal length of the streets in the area has already been paved with a lower than standard type of construction;

    (2)

    In areas where unusual topographic features would prevent the reasonable enforcement of this policy;

    (3)

    On major roads contained in the formally adopted major parish road plan of the parish where no funds are available for the improvement of such road by the parish.

    (b)

    Approval to construct "temporary streets or roads" shall be granted only by ordinance of the council, which shall be introduced, advertised according to law, and a public hearing held thereon at least two (2) weeks after original introduction.
