Subject to the applicable provisions of the Plan of Government and the "Rules Governing
Employees in the Classified Service of the City of Baton Rouge and the Parish of East
Baton Rouge," the director of public works shall appoint and remove all of the officers
and employees of the department. All employees, classified or unclassified, shall
be directly responsible to the director of public works. In the case of other than
division heads, employees shall also be responsible to an immediate superior, or the
director of public works, as the case may be.
