Except as hereinafter provided, in the case of emergency matters, the council shall
consider a request for a budget supplement until the procedures outlined above have
been complied with and appropriate recommendations have been made as therein provided.
In all cases where the council finally approves any request for a budget supplement
the funds shall be transferred out of the designated reserve account, or out of the
unappropriated surplus, into the proper budget account of the office requesting such
budget supplement. If the budget supplement is designated for a specific item not
contained in the original current expense budget, but is for a similar purpose for
which funds were allocated in the budget, the director of finance shall transfer the
budget supplement to the appropriate budget account of the office originating the
request or receiving the funds to be expended; otherwise the director of finance shall
establish a special account therefor. The director of finance, in either case, shall
provide such accounting procedures as may be required to assure that the funds are
used only for the purpose specified in the council resolution authorizing the budget
supplement.
