Chapter 3. ART IN PUBLIC PLACES PROGRAM |
§ 15:40. Creation; administration.
(a)
There is hereby created an art in public places program in order to regulate the placement of monuments, works of art and commemorative installations on public property under the jurisdiction of the city-parish government.
(b)
The program shall be administered by the Arts Council of Greater Baton Rouge, the community's agency specifically concerned with the arts and humanities in the city and parish, as publicly mandated in City Resolution 9830 and Parish Resolution 16258.
(c)
The arts council board of directors shall oversee the program through an advisory body, to be known as the art in public places advisory committee (APPAC). APPAC activities shall be coordinated by an art in public places coordinator, who shall be a member of the arts council staff assigned to the program by the arts council's executive director. The members of the APPAC shall be appointed by the arts council board of directors via public nominations (except as noted), and shall include the following:

One (1) design professional.
(2)
One (1) urban planner.
(3)
One (1) fine artist.
(4)
One (1) business community member.
(5)
One (1) arts professional (academic, administrator, curator, etc.).
(6)
One (1) City-parish representative (appointed by the mayor-president).
(7)
One (1) Metro council representative (appointed by the metro council).
(8)
One (1) representative (serving on a revolving basis) of the neighborhood where artwork is to be sited.

One (1) Arts council board member.
(d)
The committee members may serve up to three (3) two-year terms, except that the members chosen by the mayor-president and the metropolitan council shall serve at the pleasure of their appointers, and the civic association's representative shall serve on a project basis. Terms of the six (6) remaining members shall be staggered to ensure continuity of the committee. In order to effect the staggering, initially three (3) members shall serve one (1) three-year term, then may be eligible for two (2) more two-year terms. The three (3) members who will serve three-year terms will be selected randomly.
