Whenever any civil emergency or the threat of same shall occur in the city-parish,
and it is deemed necessary in order to suppress the civil emergency, and to protect
the public health, safety and welfare, the mayor-president, or in the event of his
absence or inability to act, the president pro tempore of the council, shall forthwith
proclaim in writing the existence of such civil emergency.
