§ 11:289. Parking, storing or driving motor vehicles or watercraft on or across neutral grounds, rights-of-way and sidewalks of public or private property and parking or storing of motor vehicles or watercraft on private property without the consent of the owner of said property.

  • (a)

    No person, owner of any motor vehicle or watercraft or person having a motor vehicle or watercraft registered in his or her name shall personally or allow any other person to park or stop such motor vehicle or watercraft at any of the following places except when necessary to avoid conflict with other traffic or in compliance with a law enforcement officer's direction or in compliance with a parking control device:

    (1)

    Upon a neutral ground, right-of-way, sidewalk, strip of land between a property line and street curb, or other public way;

    (2)

    Upon any area of property comprising parks, playgrounds, recreation areas or facilities owned or operated by the recreation and parks commission that has not been officially designated as a parking area;

    (3)

    Upon any private property without the consent of the owner thereof;

    (4)

    Upon any portion of the levee of the east bank of the Mississippi River opposite the Louisiana Arts and Science Center.

    (b)

    The provisions of this section shall not apply to emergency vehicles or vehicles used in the maintenance of the property affected.

    (c)

    Whoever violates the provisions of this section shall be fined not less than fifty dollars ($50.00) nor more than two hundred dollars ($200.00), or imprisoned for not more than six (6) months or both.
