§ 11:286. Vehicular and pedestrian traffic restricted in alleys.
(a)
No person or persons not owning or occupying property adjoining an alley shall operate a vehicle, or walk or loiter, in or upon such alley or alleys except for the purposes of providing governmental services (such as trash or garbage pickup and law enforcement), servicing utilities, or gaining access to property adjoining such alley or alleys when authorized by the owner or occupant thereof.
(b)
Whoever shall violate the provisions of subsection (a) above shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than one hundred dollars ($100.00) or imprisonment in jail for not more than thirty (30) days, or both, in the discretion of the court.
