§ 10:421. Qualifications to operate air ambulances; personnel.

  • No person shall operate an air ambulance within the parish unless he meets the following qualifications:

    (a)

    All personnel shall be at least eighteen (18) years of age.

    (b)

    All pilots shall possess a current FAA license which is appropriate to the type of aircraft he is operating.

    (c)

    The pilot shall possess a current class II medical certificate issued by the FAA.

    (d)

    No person shall be employed in any capacity on any air ambulance unless he meets the minimum personnel requirements set forth by the department of EMS or its designee.

    (e)

    No person shall conduct, maintain or operate an air ambulance which does not meet minimum staffing requirements set forth by the department of EMS or its designee.

    (f)

    No person shall conduct, maintain or operate an air ambulance which does not carry with it as part of its regular equipment the minimum essential equipment required by state law.

    (g)

    No personnel shall have ever been convicted anywhere under the laws of this state or of any other state, or of the United States, or of this city or any other city of the offense of murder, aggravated battery, aggravated rape, simple rape, aggravated burglary, simple burglary, aggravated kidnapping, armed robbery, simple robbery, pandering, prostitution, soliciting for prostitutes, illegal possession or sale or use of narcotics, contributing to the delinquency of a juvenile and indecent behavior with a juvenile.

    (h)

    No personnel shall have been convicted of any other felony or of any misdemeanor involving moral turpitude against the criminal laws of this state or of any state, or of the United States, within five (5) years; nor shall he have served any part of a sentence therefor within five (5) years before the date of the filing of the applications, nor shall be presently charged therewith, or with any of the felonies, offenses or misdemeanors set forth in paragraph (g) of this section or with violating any of the provisions of this chapter.

    (i)

    He/She is not addicted to the use of intoxicating liquor, does not use narcotic drugs, and is not suffering from any disease or infirmity which might also make him/her an unsafe or unsatisfactory pilot.
