§ 10:102. Public transportation commission generally.
(a)
The public transportation commission for the city-parish is hereby created. There shall be nine (9) members comprising the commission, one of which shall be a member of the council. Those persons appointed to the commission shall also be appointed to the board of directors of Capitol Transportation Corporation and for identical terms.
(b)
The initial members of the commission shall be the identical persons comprising the board of directors of Capitol Transportation Corporation on the effective date of this chapter, and shall serve terms identical to their terms on the board of directors. Such initial membership of the commission is hereby appointed without the necessity of further action of the council.
(c)
All members (other than the member of the council) appointed to succeed those initial members named above and their successors shall serve for terms of three (3) calendar years. New terms of office shall begin on the first Monday in February of the year that the preceding terms expire.
(d)
Members of the commission shall be appointed by majority vote of the members of the council. The member who is also a member of the council, however, shall serve a term concurrent with his term as a member of the council. Members may be appointed for successive terms.
(e)
Each member shall be a resident of the city-parish. If any member should cease to be a permanent resident of the city-parish, or become physically or mentally unable to attend meetings or transact business or if he should vacate his office for other reasons, the remaining members shall adopt a resolution declaring his office vacant and request the council to appoint a successor to fill the unexpired term.
(f)
Except as provided in subsection (e), each director shall serve for the term for which he is appointed and until his successor is appointed and qualifies.
