§ 10:1. Speed limit.
(a)
No railroad locomotive, car or train of cars shall be run through, over or across the public avenues, streets, roads or other public ways within the limits of the city at a greater rate of speed than twenty (20) miles per hour.
(b)
The director of public works shall have power and authority to establish speed limits for the operation of railroads outside the corporate limits of incorporated municipalities in the parish so as to provide for the safety and well-being of the residents of such areas, and no railroad, locomotive, car or train of cars shall be run through, over or across the public avenues, streets, roads or other public ways outside the corporate limits of incorporated municipalities of the parish at greater rates of speed than those established by the director of public works.
